Sorry for taking the weekend off guys, I probably could have popped in here and at least told y'all.
 
They have overlapping sets in that they are very intelligent. But Marko's metal manipulation is very limited, since he can only manipulate the material that he touches and not more than what he can drag under his own power. He has no way of flinging it around at range like Magneto or Ginger can, he can't fly and he can't use magnetism for energy output purposes.

But what he lacks in terms of raw firepower with just his powers he makes up with technology: his real power is coming up with and employing armor and weaponry that is far more advanced than what anyone else is able to come up with, when it comes to close quarters combat. An example would be that he has ideas on how to create a power suit that has technology that projects force fields to protect it, as well as plasma weapons that would cut through contemporary modern armor like butter.

The crux is that his power is a conduit that allows him the following: the ability to fabricate alien or advanced technology.

He specializes in force field shields and plasma weaponry, which is basically the technology he excels at. And because of his power-conduit, the technology he creates cannot be recreated by regular people, because Marko can manipulate two metals to bind together without having to be melted down and somehow fused to make a new compound. That means that Marko can't mass-manufacture his strongest weapons or armor, each being something he has to sink time and attention into. But it also means that no one else can use and create the biggest projects this metahuman can come up with.

Last but not least, he can come up with better vehicles than what we have on earth, but another "artificer"-like powered person who specializes in movement, mobility or vehicles will blow his vehicles out of the water.

Oh, and if there was an artificer that hyper-specialised in forcefields or in plasma weaponry, their creations would individually be more powerful than Marko's.

If it looks right and makes sense, I'll try to do Westbrook next, but not until tomorrow sometime.
 
It's roughly the population size of Kenosha or Duluth, which according to Google is a little over 124,000. So yes, they'd have their own SWAT, as I believe Duluth does.

Well, regular SWAT would probably not do much good. But if one of the team leaders was a super...
So, like, is the government going to try and persuade supers to form a Protectorate? A group of superhumans to deal with any superhuman threats that emerge? To try and convince the citizens that they have a handle on these new menaces who can level a building (or similar) with little effort should they have a bad day?
 
I haven't even thought that far ahead yet, to tell the truth. Since it's localized, it's more likely it'd be the state to do anything, and not feds, at least not yet. Hopefully, the good detective (Erin Holmes, our Oracle like hero) would try to round up the ones that want to be heroes, and act as pseudo-leader (although she was being sarcastic with calling them the X-Team) or liaison with the police for them.
 
Keep in mind, it would be entirely reasonable for someone who is pretty much evil and has superpowers to just move out and to a different place, where they won't have to deal with other superpowerful people. That way, they have little competition to achieve their ambitions and get truly powerful (in the sense of wealth and connections with other powerful criminals)
 
My second guy was supposed to be another bridge between supers and the PD. I had an idea that the pilot whose plane had broken up got powers too and somehow those enabled him to survive. If that's not feasible (or if it's something our cold, regal GM already has cooking) then maybe the local wing Commander of the Air National Guard got powers. He would then act as a sort of shield against the whole men in black scenario that some folks are afraid would happen.
 
That the government is able to rein in the metahumans (people with powers) depends solely on what powers the people that side with the government have received in the first place.

I had planned on the Air Force guessing that he was burned to ash, and that's what is holding up air traffic and stranding Olivia, so that he survived and is walking around, could be extremely feasible. I mean, they've already declared him dead... It's already established as canon, that the meteorite exploding caused the jet to crash, and a lot of the pieces of both plane and space rock are in the ravine.

If @MsBloom has no issue on a resurrected ex-Air Force pilot, who was known for hotdogging (also established), I say go for it. It'd have to be unanimous though.
 
@Inkybus I think your thinking of a super powered Lex Luthor, almost. I can't think of a reason to leave since none of the heroes know what the hell they're doing yet, until they actually bust their first bad guy (or gal). Currently, they wouldn't pose much of a threat, as MsBloom showed, until they learn to work as a team... Which will, as I'm about to write, will fall on Detective Holmes.
