The outer scouts had turned on the inners Leaving Venus and Jupiter to fend for themselves with the hunters while the outers had captured Mars and Mercury. The Shadows broke them, turning them into willing slaves. But there was now a slight power struggle inside of the shadows. Shadow trying to hold onto the power while Chaos was trying to take over and install himself as head with Pluto as his queen. The city had been over taken.
