Absolutely but it is doubtful that even Rory would be able to access the encrypted files from orbit. I am thinking it is something that would require a direct connection via cable.

What I mean is that they'll be able to beam back down after the dust has settled.

I guess that will also give Captain Keoh an opportunity to actually sanction Rory's involvement on the surface, unless of course he decides to throw them in the brig for having used lethal force.
