I don't think it's cold. The rules are there, it's the first forum a visitor can see. Anyone with any sort of sense should look through that forum, and on the off chance they just honestly overlooked it, recognize their mistake. However, I don't believe most of those mistakes are "honest". They come from a general lack of giving a fuck. So, I believe a deft hand is needed to deal with these people. Especially when there are so many people that are aware of the rules, but try to find those loop holes.
