Corporations quickly supported the government to continue business and the economy. The police were largely underfunded and corporate security made sure that CEOs and important people were safe. The landscape transformed quickly and even the non-humans that survived learned to fall by the rules. The gates were closed and all the other races were allowed to exist. Bugbears, goblins, gnolls, orcs and even hill giants continued to work for various gangs and the underworld. The drows lost their god and eventually, the undead was destroyed as the city slowly returned to normal.
Cynthia can easily change her appearance and commit crimes and get away with it. She could take out anyone that came for her and became just a force of nature, enjoying everything money can buy. She has a lot of money robbing armored cars, stealing jewellery for thrills.

A few police cars arrived at a gun shop and an old cop looked into the shop from the windows while the others entered the alley to search the back. Cynthia covered the mouth of the plump cop in the rear with a chloroformed rag and knocked him out. She clubbed the fat cop in the head and grabbed the old cop as he peeped into the gunshop and shoved him to the wall and overpowered him. The old cop whimpered in fear as she pulled down his pants and started fucking him.
The sergeant walked to the alley and looked for his men and saw the old cop on the ground with his pants down, twitching in pain. "You smell nice too..." Cynthia said and took the sergeant's gun from the holster and shoved it to his neck. "I'm here to take some illegal poison which cannot be found on this side of the gate, Don't worry, I'm not going to kill you, just going to have some fun."

Various private security manned with ex-assassins started popping up and consolidated. Many part time assassins that were on the app decided to join to have stable income without killing. Many remaining killers on the list were there because they enjoy killing and could legally kill the hunted criminals or terrorists.

A group of policemen supported by armored cops, went to arrest the director of a security company at his house. The security guards were all arrested and the group of cops entered his house and everything went dark. Communication was down and electronics could not be used. The armored cops searched the house and as the cops entered the bedroom and searched the toilet, a large man moved behind the rear cop, grabbed his head and snapped his neck. The other cop turned and a dagger was shoved into his throat, severing his spine and the man moved out towards a few more armored cops and silently stabbing them before their weapons were drawn.
The man lowered the last armored cop and the cop dropped his shotgun and 2 motorcycle cops entered the room. The man looped a wire around the neck of the rear cop and strangled him. The cop kicked silently in the air as the man reached the other cop who spotted the helmet of the armored cop. "Holy shit..." The cop shouted and the man kicked his groin and grabbed his head under his armpits and choked him.
An old cop looked around. "Where are the others?" The old cop muttered and the man moved behind him and covered his mouth.
"Gramps smell good..." The man said and punched the cop's lower back and the cop gave muffed moans and was dragged into the bedroom and his belt was removed and the man pulled down his pants and thrusted into the cop who flailed helplessly as he was penetrated. He sniffed the cop's white hair and rammed hard for a minute and left the old cop broken and twitching. He looked around and unscrewed his 18" dick and moved behind 2 plump cops.
The man used his mechanical dick to smash the heads of a cop and placed it under the throat of the other cop and choked him. He was systematic and deadly, but as the cops did not pose a challenge, he did not kill them.
At the police car outside the sergeant saw his partner flailing as the man choked him and approached the sergeant. "I'm trying hard not to kill him, and many of your men are alive... "The man said and smashed the head of the cop and rushed over and grabbed the sergeant. The sergeant was disarmed and his belt removed, the man jerked off the sergeant who trembled in fear and he screwed on another mechanical dick and fucked the sergeant hard.
"You need to do better before coming for the head of Blackthorne." The man said and read the arrest warrant. "You sent cops to arrest a man who killed a dozen cops to get to a criminal?"

They lived in migrant neighborhoods, and did not attack anyone from the blue zone, the safe districts where private security also patrolled. There was a fragile balance and the groups did not bother one another and there was an arms race where armored cops got bigger guns and thicker armor and the gangs and serial killers got deadlier.
The head of security took out all the arresting cops and private security came. The first wave was shot with heavy caliber automatic weapons, then more policemen arrived. During the gunfight, more private security arrived and with the bounty and top assassins, the head of security with extreme body mods was arrested, sedated and brought to the prison.
Various groups kept each other in check. No one got too powerful or crazy. Mass murders do not end well as even the drows now just want to get by. The assassination app was active again, and even the bugbears and goblins can access it and kill targets which are deemed too dangerous for public safety, and many serial killer were arrested.
The vampires that once easily dominated the police were witnessed by many, and many were hunted and even arrested. No one was too dangerous to be allowed to disrupt public order. Eventually, the bounty was high enough that they were taken out.
