Is there a way for users to remove members that are following them, who are no longer active members or that they don't want to be followed by?

There is not. The only way that it can be removed is if the user logs in to unfollow you

This is something I've wanted to look into, though I thought I'd reported it somewhere.

Glad it is something others have had questions about or have looked at.

It kind of straddles the line between a bug/oversight and a feature request.
