The World
The time is somewhat hard to pin down, but the Justice League exists as does the members of Young Justice. During this time portals began appearing in the skies across the world. Small at first, swirling rings of blood red clouds and alive with red lightning. Anything that comes into contact with the smoke or sparks is destroyed.
At first they were tiny and only lasted minutes. As time passed they grew in frequency, each larger and lasting longer than those before. Within the eye of the circle glimpses of other places are seen. Soon the portals are a constant presence in the skies. Then things started to pass through....
These portals are gateways to any world you wish. They were intended to allow the use of any character from DC or Marvel universes. But use them as you wish to bring any one into this world or into one of your own.
There are rules to this world, an unknown entity of extreme power has enacted restrictions to new heroes and heroines.
1 - To prove your dedication uniforms are restricted to whatever you consider barely acceptable.
(All new characters must wear as little as their character would allow)
2 - While on duty you may not commit any acts you deem immoral and all actions must be for the greater good of the world.
(Try to be good guys, within your own guidelines)
3 - Honor is required, magic will force you to obey any oaths you swear or deals you make until the binder releases you or dies.
(You can't break deals, even the ones you regret, unless permitted by the one you swore to)
(These rules are designed to justify the erotic nature of the world, from what I've seen of Heroines on this site most of you are already following these 'rules' this provides an in character excuse if you want it.
Gotham
The city is flushed with crime once more. With greater threats from the portals keeping the strongest heroes busy it has allowed the underworld to rebuild. The city itself is contested between various villains and their gangs, such as Two-Face, Joker and the like. Control of the Suburbs around Gotham are fought by rival gangs.
Battles between these gangs are fierce and bloody, ownership trades swiftly. Then you have deals and alliances changing frequently, meetings in hotels, clubs and warehouses to discuss trades. Then to make the dangerous world more deadly new weapons are emerging into the world. The next thug you meet could be wielding Coulsen's BFG.

"Final Solution"
Deity level Villain
This character is still very mysterious, appearing from a portal he has no given name. Referred to as FS for his ominous greeting upon first encounter. His motives seem to be personal amusement more than anything. Thus far only known activity involves developing a small empire through both legal and illegal methods. Easily found in his penthouse suite in the headquarters of Niblotrill Industries.
Seen at first as a cloaked figure, then as a powerfully built black man, he has admitted to adapting his form to whatever his target finds attractive.
Known Powers - Energy Transference (redirected kinetic and heat energy on a whim), Regeneration, Telekinetic, Power Manipulation of Heroes (ability to add or remove powers and weaknesses of others), Shape Shifting, Mind Reading.
Dr Freudinger
Psychologist
Master of Hypnosis based in a legitimate doctors office in Gotham. Works as the front for an unknown villain. One of the few normal people who is aware of the oath restrictions and more than willing to use it to his advantage.

Leader of the Forsaken Demons
Damon has become a major force in Gotham underworld in a short period of time. Merging up all of the minor gangs from the north suburbs into a strong force, his thugs are more like soldiers. Well geared and using the advanced weaponry 'stolen' from Niblotrill Industries. He operates out of a strip club called Angel's Cloud. But he is connected to a company which supplies Niblotrill Industries with their security.
Frankie
Former Leader of the Saintly Bloods
Advisor to Damon upon the merger of gangs.
Formed a gang to protect his local hood from the street warfare prevalent around the suburbs. In recent months this gang has been taken over by the Forsaken Demons. Due to his leadership skills and knowledge he was asked to advise Damon and is often found at the nightclub.
Currently runs an amateur porn company, previously as main income, now as side business mostly for fun.
Recent events have left Frankie wounded, he walks around with the use of a cane, favoring his right leg.
Notable Members of the Gang
Tyson - cocky and arrogant, but clever and loyal to a fault, leader of an Demon's Assault Squad.
Tyrone - gentle giant most of the time, but excellent sharpshooter (whereabout unknown)
Denny - former organizer of the SB gang, knew every asset and member. (whereabouts unknown)
Dwayne
Leader of the Bleeding Skulls
Dwayne used to run one of the largest gangs in the Suburbs, known for prostitution, drug and arms dealing and extortion. Recently he has disappeared after a drug deal turned into an ambush.
The gang has suffered heavy losses in Dwayne's absence. Unable to share power there was no clear successor and now the gang has split, his Pink Jaguar strip club is run by Gabriel, heading the drugs and prostitution. The weapons and arms have been assumed by Marcus, operating from a seemingly abandoned warehouse.

operating out of a pub, much to the annoyance of the owner, this is a small time gang but known arms dealers.
