Rule Tweak - Active Threads

Just a quick announcement regarding the number of active threads a member can have per request section. I've gone and tweaked it since I believe people might have been missing the fact that they NEED to contact staff about closing and/or deleting their older request threads if they choose to create more than two in any given section (group-style sections not included). Lately, we've been finding several threads in both males and females (not so much in uncategorized) where people have had upwards of 10 or more threads. Granted, some are clearly old, but many are not and these need to be consolidated into TWO per individual user. Anyway, the rule has been tweaked and this is just a heads up so that those of you who might be aware that you have more than two can step forward and let us know because we'll probably come a knockin' on your inbox at some point. : )

I think I have three, two of them I know for sure have been updated this passed year but I'm not sure about the third one.
