It has been 15 months since the Seattle incident. In light of Augustine and the D.U.P's failure to conduit Delsin Rowe, the government has expanded the D.U.P's power. Reorganized into the "Defense Against BioTerror", D.A.B agents now have a vast repertoire of powers beyond Augustine's concrete power. In response, the conduits have rallied behind an unknown, mysterious leader, forming the terrorist group "BioTerror". True to their name, they are terrorists, align against the D.U.P and everyone who supports them or gets in the way. The result; open war, and everyone else has gotten caught up in the middle.

It's more of a setting tbh, but it's a start. x) Cole is also a possible PC, since he's set to return in inFamous 3, which takes place 15 months after Second Son.
