It's a no to nudity. Yes. And the nudity that is a 'no' is anything that would be considered indecent and/or illegal in most places. So, no breasts/nipples for females, no genetalia (male and female), no anus (male and female). In this instance, you have a male dressed in female clothing. So, the exposure of the chest is fine.
