Detailing the Duty: Any Chief, or normal officer in this duty. Is meant to perform evaluations on captain or crew. They are rarely a part of a ship, and even then. They are more rarely accepted as part of the crew. They are mainly planet side Star Fleet members. Whom evaluate Star Fleet personnel before reinstatement. When a part of a ship, it means Star Fleet established him, or her, as a means to evaluate the mental status of The Captain, while on the line of duty. Only after, a captain is reinstated, from time spent off of duty. And, only when, this was due to a dramatic event. This also pertains to the mental evaluation of the crew, and the captains relationship with them.
