I have an historical plot in mind. It is set in New Orleans, 1917. The Secretary of War, Newton Baker, has ordered the demolition of New Orleans’ legalized red light district, Storyville; under the notion that the troops preparing to depart for France would be subjected to increased risk for venereal disease.
Among the various Louisiana businessmen opposed to the closure, is young Armand Porter. He fears not only a loss of business, from decreased tourism; but also an increase in violent crime, as one of the societal safety-valves has been removed.
Armand, being ever the entrepreneur, believes that he may have found a solution to the problem via technology. Alexander Graham Bell’s rather new invention, the telephone, offers a new, relatively anonymous way to get around the Army’s regulations, and can afford an astute mistress the opportunity to continue “The Order of the Garter”.
Armand approaches a well respected madame (your character), who has just lost everything, due to the regulation; and offers to finance a telephone network for her girls, as well as a boarding house for them to ply their vocation. After the first meeting with her, he finds himself captivated by her beauty, and finds himself wanting more than a mere casual business relationship with her. (Here is where the story can develop. We can have them spark a relationship, while attempting to avoid an ever more determined government’s police force, and forge a new chapter in New Orleans’ sordid and sultry history).
