Hello there! I have a plot I'd love to explore. It my involve some smut, but honestly I think it'll have more to do with plot and setting than anything else.
That said, it's a bit unusual, so, have a look!

In 1968, besides massive political and social upheaval, the world of science and technology was turned on its head in several ways.
On December 23rd, 1968, Apollo 8 became the first manned spacecraft to orbit the Moon, crewed by astronauts Frank Borman, Jim Lovell and William Anders. At that time, it is the furthest Humans have ever traveled from the Earth, and produces the first whole image of the Earth taken by Humans.
On December 9th, 1968, Doug Engelbart gave one of the word's first multimedia presentations showcasing his NLS system to a group of about 1,000 computer professionals, influencing many features now standard in modern computing.
On December 4th, 1968, Dr. Jonathan Fieldsman unveiled the results of his highly advanced transhuman research at Stanford University's Human Applied Enhancement Laboratory (HAEL), including the first 10 volunteers to be treated with a new genetic recombination therapy, granting them attributes of various animals.

All of these events changed the world as we know it. However, Dr. Fieldsman's research can be said possibly to be the most radical.
Due to the controversial nature of the research, funding by Stanford to the HAEL was cut by 1969. However, by that time, Fieldsman and his team had developed a version of the therapy so simple it could be carried out at home, and it quickly leaked to the outside world, where it fit right in with the then current culture of of experimentation, and was viewed by many as something like LSD or other drugs. While the results were reversible if one so desired, by the beginning of the 1970s a growing culture of "furries" had begun to utilize the technology as part of their lifestyle. However, many "norms", as unaltered Humans were referred to by many furries, often disapproved of altered Humans in public, sometimes escalating to open hostility.
By 1970, government legislation was being pursued to outlaw the treatments in the US. Rather than give up their new-found lifestyle, however, many furries banded together in political opposition.
Seeing that the writing was on the wall, however, one group of furries aspired to leave the US. One prominent furry, the CEO of a major media company, donated over five million dollars to buy a small chain of islands in the Caribbean from the UK. By 1972, over 2,000 furries had moved to the islands, which declared sovereignty as the Republic of Lemuria (after the hypothetical lost continent).
Despite initial predictions of disaster by the international community regarding the tiny nation's longevity, Lemuria quickly proved stable and prosperous.
From the start, though Lemuria was designed primarily to cater to furries, Humans were welcomed in a booming tourist industry. In 1974, the islands opened their first public college, the University of Lemuria, which quickly became a world-renowned institution, offering an "Applied Anthropomorphics" class which explored problem-solving through esthetics and anthropomorphism, as well as funding advanced research in the fields of cybernetics and genetic engineering.
Within a few short years, what started out as essentially an island commune became an influential and prosperous nation.

The year is now 1977. For years now, "furry" treatments have been on shaky legal ground in the United States, banned in many jurisdictions. The US government has been looking with increasing apprehension at the newest Caribbean nation, Lemuria, and has decided to investigate conditions within the country further than the unofficial tourist reports.
A novice female CIA operative, disguised as a tourist, travels to the country with orders to learn all she can about how these "creatures" live. Her arrival does not go undetected, however; an agent from the Lemurian Bureau of Internal Security (BIS) is assigned to keep tabs on her, and while he is instructed not to directly interfere with what she sees, he is instructed to try and make a "good impression".
Just what might THAT entail?
