Bios are best put into your own roleplay request thread. The only other place that I can think of putting it - besides in journals, but that doesn't have too much point unless you have a lot of them - would be in Open Roleplaying under the "character bio" thread. The latter, however, is only if you are using them in open roleplaying.
 
Then the best advice I can give is to make it in the journal with all the bios, and then link it in your request thread so people don't have to search for it.
