Or maybe not romance, necessarily.
For those of you who have read the Sword of Truth series (first of all, I'm sorry. Those sure went down hill after the first couple, right?) you might recognize the core of this idea.
There is magic in the world, and magic falls very differently across gender lines. Women who have the gift can be incredibly dangerous and powerful, but are not terribly uncommon. Men with magic are much more rare and much, much more powerful. Men with the gift also are likely to not know of their power, and if it goes undiscovered they are going to essentially explode. It's going to be like an atomic bomb going off, and it's going to be ugly.
To prevent this, witches have created temples for training, and to make sure they can fully train the more powerful wizards, they also created the collars. The collars are thin bands of metal, and can be tapped into by any woman with the gift of magic. In fact, only a woman with magic and the proper spell can put on or take off a collar. The basic functions of the collar are to cause pain and halt movement.
The temples became corrupt, the witches essentially making slaves of the wizards, using the young powerful men for all sorts of things and keeping them long after their training was complete.
So my character escaped.
He's got his collar on, and the only hope he has of getting it removed is to approach a woman and hope she can help him.
So your character, then is the woman he comes to. She is either:
a) a woman with magic who wants to help him
b) a woman without magic who wants to help him
c) a woman without magic who wants to use him
d) a woman with magic who wants to use him
if A or B, she can't cast the spell herself and may need to at least masquerade as the woman controlling his collar in order to keep him from being taken over by another woman while they search for the spell to free him. If C or D, she will either use his need for cover to coerce him into doing what she wants or simply take control of the collar.
It could become a romance, an epic adventure, or just a lot of magic-having, never-kissed-a-girl wizard sex. Will the woman who he approaches want a friend, a lover, a tool, a slave?
