Question!

I've noticed this "warning" and it shows a percentage underneath. I do enjoy not being warned, but I'm just curious about that and what's all that jazz about.

The higher that %age gets, the closer you are to a banning. Warnings are given out for various offenses, though typically (however it depends on the offense) a verbal warning is given first. Also, it should be known that one can indeed be banned even without a verbal warning or an official one causing the %ages to increase. But, it should also be known that punishments will fit the crimes accordingly.
