Rule #4 says: ... major offenses and abuse that are violent and torturous toward pre-16 characters is not to be included in writing or backstory.
I have highlighted the word toward because it is what my question is about.
Since it only says toward does that mean that major offenses by pre-16 "characters are allowed in backstories? Maybe nothing as major as murder, armed robbery, prostitution or aggravated assault (I do not count getting into fight as aggravated assault) but maybe car theft for joyriding, minor drug offenses (mainly using but to some degree also distributing).
