recycling usernames?

this might be a bit of a strange question. i've been contemplating a username change and both spelling versions of what i want are tied to dead/banned accounts.

is there a process for those who want to change their username but the new username we want is attached to a dead or banned account? can those usernames be recycled to active users?

I allow the taking of names from accounts that have been inactive for 6+ years. Banned accounts is generally a no, due to tracking issues. Message me with the names/spellings of the banned accounts that you're interested in and I will take a look.
