I just noticed that I have a 0% warning level on my page... what does that mean?

Warnings are given out if you break a rule. Break too many and consequences will be had. If you're at 0% that's a good thing. It means you haven't broken any rules.

it means someone high up likes you?

It means you received an informal warning. More of a polite recommendation then a step towards a ban.
