A long, long, time ago, when tyrants reigned, four sisters who travelled the world sought to remove a king from his seat in an effort to save a kingdom. Through this, they stole the king’s treasures - the sword, the tablets, the vessel and the beads - and intended to use the latent power of these artifacts to do their deeds.Through a combination of Tera crystals, fragments of the Ultimate Weapon and gathered dormant Unown from ruins in Sinnoh and Johto, the sisters were able to metaphorically become one with their weapons, drawing from the latent abilities of these mystical artifacts they have read about in old texts.
After the king was chased out of his kingdom, the sisters were already corrupted with the negativity the king’s malice had cursed these artifacts with, and thus, they began to bring disaster to the land. Eventually, these four sisters had turned into new kinds of Pokemon. The logical conclusion was for Pokemon wielders to use their Pokemon to defeat them.
Before they could truly be defeated, the damage dealt weakened the influence of the cursed artifacts, so they disappeared into the rural villages of the kingdom to teach others the art of transforming into a Pokemon, hoping that others can use this power responsibly, or perhaps that they can use this power if incidents like the ones they caused ever happened again.
If we are going by this recovered transcripted text alone, that was the last anyone saw of these girls. Though, similar figures have appeared in the myths and tales of others regions. It is assumed that these artifacts were sealed away.
Over the years, those who learned these abilities - the ability to turn into a Pokemon and harness their power through their spirit - have been branded as Witches. The discrimination against them has caused most Witches to disappear into the wilderness, where their legacy, hidden from the rest of humanity and the advancement of technology, has continued.
Today
The Inquisitors, lead by Abigail, have found interest in the myth and legend of these ‘Witches’. All these years, humans have been commanding Pokemon, and for some evil teams, they tend to do it against their will or force them. The logical(?) conclusion was to cut out the middleman and have people turn into Pokemon instead. That way, they could use their own power, move about in the exact way they desired, so on, thereby skipping the need to bond with a Pokemon or to command it.They have found a means to loosely replicate Witches and create Artificial Witches. By kidnapping people (or taking in orphans) to use as experiments, they have used stolen technology from Paldea’s Area Zero and leaked Devon Corp documents to create their own. Due to the former, some of these Artificial Witches end up gaining the ability to transform into Paradox Pokemon.
Witches
Witches are those with the ability to transform into Pokemon, sometimes more than one.The first Witches were made with the methods above. Today, however, all you need is an existing witch, a source of energy related to Arceus (usually in the form of the reality-altering power of the Unown embedded to your skin, but the energy of Noble Pokemon or plates are an option too) and a catalyst that is something belonging to or was once part of a Pokemon.
After this first ritual, witches can access additional transformations by simply possessing a catalyst and, provided it shares a type with (or is a regional variant of/related to by evolutionary line) any existing internalized transformation, the witch can tap into this transformation. It’s also possible to repeat the above ritual (with themselves as the ‘existing witch’) with the additional catalyst.
Down the line, some witches have found a way to use their methods to ‘cure’ permanent Monhood - specifically in the case of humans who have been transformed into Pokemon like Honedge, Yamask, Lombre, etc.. They will retain the ability to transform to and from their Pokemon forms if ‘cured’ in this method.
By tradition, witches are female-only and will only pass their skills on to girls. Whether it be defying tradition or feeling that this pattern will make outliers less suspicious, some witches have passed this ability on to boys too.
Witches gain the traits of the Pokemon they have embedded into them. This includes longevity, so some witches could easily live for a thousand years if need be.
When transforming, clothes do not adapt to their bodies, so most witches are either unclothed or wear very light clothing, or even prefer to stay in the form of Pokemon.
Over the years, Witches have spread throughout the world through a combination of migrations across land, air and sea alike, and have split apart enough to form distinct clans and hidden villages where technology is scarce, being traded for the strengths of being able to turn into a Pokemon. There are Witches who exist in the civilized world, either hanging around in human form or disguising as a Pokemon.
Recently, Artificial Witches attempting to mimic the original Witches via the use of stolen Area Zero technology and leaked Devon Corp documents have been created. They have proven to be imperfect in some ways, but the Inquisition has not deemed them useless. These fakes and any upgrades to these fakes can be used to gain an upper hand in ultimately capturing the true, ancient Witches and learning their secrets.
The differences between a ‘true’ Witch and the current model of Artificial Witch is the fact that ‘true’ Witches carry the ‘soul’ of their transformations, and can use some extent of their transformations’ power without partially transforming, while Artificial Witches have a transformation more ‘scientific’, and can only use their powers in partially transformed and fully transformed forms.
Additionally, while additional transformations make a true Witch feel more harmonious with the natural world, it is not recommended for Artificial Witches due to the methods used - going mad is a very real possibility, and it is only recently where Artificial Witches can handle up to three transformations while staying relatively stable (though most fear going beyond two).
There are other differences that will be explored.
The Inquisitors
Our antagonists, everybody.They want to grant people the ability to turn into Pokemon, to cut out the middleman.
Before they even found the ancient texts on witches, they produced a type of Human-Pokemon hybrid from scratch called a POKEMOn-Replicating Pseudo-Human, or POKEMO-R.P.H. for short. They did not truly have the ability to turn into Pokemon, and more resembled people with Pokemon traits. Additionally, they were a little weaker than their Pokemon counterparts, but still superhuman in a lot of ways, and could use the abilities of Pokemon.
Some escaped, others stayed with the Inquisitors, and a good chunk of the latter escaped after being deemed obsolete.
After they did find out about witches and ancient texts related to them, they decided to experiment with Infinity Energy and stolen Area Zero technology, creating their first line of Artificial Witches - not by growing humans from scratch, but by taking orphans in and firing weird energy beams at them, granting them the ability to transform to and from new Pokemon forms. These were the first Artificial Witches.
Some of them escaped, others stayed.
Leader Abigail thought something was off, and concluded that in order to perfect their Artificial Witches, they needed to first find true witches.

An island with ancestral importance, hidden away from the rest of the world. The witches who live here have a strong worship of Legendary Dragon Pokemon, particularly the trio of Creation and by extension their master Arceus. It is this worship that has allowed for dimensional slips for Unown to populate the nearby ruins and caves.
It is possible that this is but part of a greater set of islands.
Abyssal Ruins
A completely underwater place. Witches gain the traits of their transformations - and this includes the ability to breathe underwater and swim well, if the Pokemon in question can. As a result, Witches could, in theory, stay here as long as they want.
That is exactly what a bunch of them did. The plates embedded into the walls allow them to perform their rituals to gain more forms and induct more witches. Once an ancient castle belonging to a king, these witches have made this place their undersea home.
Timeless Woods
A forested place connecting the edges of Kitakami to the seas that lead to Sinnoh. It is said that the Witches who lead the others who inhabit this place inherited the powers of the Ancient Hisuian Hero’s companions.

Pokemon Transformations:
Only applies for Witches and Artificial Witches. Generally, younger witches have fewer transformations and older ones have more. Capping this at 6.
For regular Witches with more than one transformation, make sure each ‘mon shares a type with at least one other on the list.
All I need is the Pokemon’s ability, you are allowed to use any moves the Pokemon can plausibly learn, and if need be, not know some.
Artificial Witches are allowed to have Paradox Pokemon forms (including the SV Box Legendary Pokemon) (with GM permission) as transformations but not regular Witches.
Regular Witches are allowed to have Legendary & Mythical Pokemon forms (with GM permission) but not Artificial Witches, mainly because the process for creating Artificial Witches usually requires the whole Pokemon (with a good chunk of exceptions i.e. the usage of fossils in conjunction with fossil restoration technology). These legendary forms will not be as strong as the real deal lore-wise, and to put it into perspective, if we are to assume that the real thing is a raid boss that could take 30 minutes to fell, the transformation is something more accurate to its in-game stats, which is still pretty powerful.
This rule isn’t hardset and if you can justify exceptions I’ll listen.

While everyone's allowed to have one, it's reccommended that Witches have a smaller one or even no team at all, since they can already turn into Pokemon and their tendency to reject technology means they’ll avoid Pokeballs. Naturally, max. 6.
