History
Rechell Morganstein was born in the suburbs of Baltimore, MD to a loving Jewish family. Her father was a surgeon at John Hopkins hospital and her mother worked there as a hospital administrator. As the only child of two successful, high earning people she was a little spoiled at times, though her parents focused on having to do something to earn the things she wanted. Whether it was taking up a sport in exchange for her musical lessons or getting straight As in school in exchange for a summer trip to Disneyland they always gave her some goal to work towards and she very rarely failed to achieve it.
A combination of reasonably high intelligence, a great work ethic and the right connections through her parents opened all sorts of doors for Rachel. While her parents originally hoped that she would go into medicine they were happy to support whatever it was that she showed interest in as long as they saw the possibility of a career being made out of it. When she was young she wanted to be a musician, ideally on Broadway but as she grew older she realized that while she was pretty talented that there were thousands of girls just as good at her competing to 'make it' in New York and that success in that industry was very difficult.
Still though she wanted to be close to that world, when it came time to choose a university she applied to all of the Ivy League schools and was accepted into all of them. Despite it not being the absolute best school in the country she decided that she would go with Columbia to study political sciences. She still got to live in New York and enjoy the amazing cultural experiences there while pursuing a more realistic career. She had originally chosen political science as more of an open ended course where she could take law, business or a variety of other options in grad school but by the end of her first year she had grown to love the world of politics. It was at this point she changed her legal name to 'Rachel Morgan', deciding that something a little easier to spell and a little less obviously Jewish was a bit better for her political career.
When she completed her undergrad she decided to continue her education with a Masters-level program focused on political science and government administration. Her father's connections to the upper class in Maryland and DC gave her ample opportunities for internships under prominent House Reps and even senators. By the time she had completed her Masters she had worked for several different Democrat congresspeople and experienced the inner workings of the Us federal government. At the same time she had ran for a variety of student government roles throughout her time at Columbia and been quite successful.
For the next 5 years she worked in various positions, from campaign management to policy writing, even having the chance to serve as an interim chief of staff for a congressman when his former one had to take time off for health reasons. When it became clear that a House Representative from New York was stepping down due to family issues Rachel used all of her connections to get funding and support in running in the primary election. Due to the support of several high ranking party members, funding from her father and his friends and the ability to appeal to a young, hip crowd in New York she was able to achieve the democratic nomination for the position. From there it was more of a formality to be elected to the House, the seat she was running for hadn't gone red in over two decades and the other party had all but given up on the Democratic stronghold that was New York City.
Rachel is a fairly 'driven' woman, the type that when she sets her mind to something doesn't rest until she has achieved it. While she may not be the most charismatic woman in the world she knows how to use her charms to appeal to the masses. Behind closed doors though her success is based more on her attention to detail, high work ethic and ability to succeed under pressure. At times Rachel can come off as a bit controlling or manipulative, though those traits are often more of an asset for a politician than a liability.
Rachel is not a religious person, in fact she isn't even really sure if she believes in a God or afterlife but she does still participate in several Jewish festivals each year. Despite her lack of belief she still identifies as Jewish and enjoys many of the cultural and community aspects. She also believes that at least identifying with a religion publicly makes her more electable, especially in her largely Jewish home district.
Rachel has worked almost exclusively for Democrats and does represent her district as a Dem though that is more of a matter of convenience than an actual loyalty to a strict party line. Most of her father's connections were to people on the blue side so that is where he ended up, while she wouldn't exactly admit it to her colleagues if her chance to run for office was on a Republican ticket she probably would have taken it just the same. She does largely believe in liberal and progressive policies but is more in line with the politics of Hillary Clinton and Barack Obama than far-left progressives like Bernie Sanders.
She is considered a bit of an expert at writing reasonable policy and is seen as more of a moderate by most of her colleagues, often working as a go-between when it comes to cross-party negotiations. She recognizes that her strength is less in the highly public, fundraising sector of politics and more in the backroom dealing and day to day government operations side. That being said she does occasionally try to establish more of a name for herself and try to get some public recognition, she does hope to run for a senate eat at some point and like most politicians certainly wouldn't entirely rule out a run for president one day.
Rachel is bisexual. While it isn't something she hides and if you go to her Wikipedia page there may be a mention of it on the talk page she does her best to keep that part of her life out of the spotlight. While she recognizes that being 'out and proud' may get her more progressive votes she would rather appeal to moderates and conservatives whenever she can. She has had a few long term partners, two men and one woman to be specific. She dated a fellow political science student during her undergrad but when it came time to choose what to do after graduation he decided that he wanted to attend Stanford for graduate school and she wasn't willing to make the sacrifice to move there with him or struggle with a long-distance relationship.
Her next relationship was with a woman she met at a Broadway musical during grad school, it lasted about two years but ended due to the amount of time she spent out of state. Like her first relationship it did end mostly positively, though she was more broken up about it on the inside than before. Her third and most recent relationship was with a DC lawyer that she met through a dating site, she had thought that it would be best if she could be seen publicly with a prominent male since it seemed that married women had a bit more of a mass appeal than a single, bisexual woman. Though they enjoyed each other's company they both came to the conclusion that a relationship to boost their careers was not exactly the most satisfying thing and broke it off after about 8 months.
Crossing the Aisle
Rachel has always been known to work with her political opponents to accomplish her goals and do what she believes is right for her district and the country. Despite disagreeing with most Republican positions she is happy to befriend members of the other side. One day she could get a little too intimate with an attractive, young Republican during a heated negotiation or end up going home with one from a DC bar.

While Rachel always thought the idea of sexual scandal was rather distasteful and thought that politicians should do a better job to avoid embarrassing situations like that once she got into office she realized how that could be pretty difficult. There were so many young, hot interns of both genders that seemed to look up to her and follow her around all day...
Loving Lobbying
Whether you are a Democrat or a Republican there are hundreds of organizations trying to persuade you if you work in Washington. Perhaps a stunning young lawyer for an oil company or a cute pharma rep gets a dinner with Rachel that goes well in a different way than they expected!
International Relations
Rachel often has the chance to meet foreign government officials through her work and she always tries to make a good impression. Perhaps an exotic accent and foreign look could make her even get a little flirty
Personal Trainer
Even though Rachel never particularly enjoyed playing sports as a child she was glad her parents forced her to, it gave her a life-long appreciation for physical fitness. Now that she is older she goes to the gym frequently and even has a rather attractive personal trainer! Open to other gym based ideas as well.
Broadway Beauties
As a Representative from New York City Rachel often has the chance to experience amazing cultural opportunities. Her favorite has always been going to Broadway shows and meeting the actors and actresses in them. Sometimes she even gets to spend some alone time with them! Could be tweaked to other situations where she meets constituents.
AOC and Me
Rachel has a big crush on the new, beautiful
congresswoman, perhaps they could get intimate during a policy writing session or Rachel could ask her out for diner once!
