While I can't speak with 100% authority, I am of the understanding that the skins & designing them for the site are a bit of a technical hurdle we can't cross yet, and even if we could it would be of a lower priority as compared to other features the forum is currently lacking.

Not a technical hurdle, just the people who said they would didn't and now I need to fix the testing site so RJ can take a crack at it.

Making themes isn't particularly difficult but it is slightly tedious.
