There are various secured facilities in the country, and most of them are used for some form of research. Some of these homeless people are taken from the streets during the COVID-19 pandemic to prevent infection and placed in a few of these sites.

Site 23 holds mentally disturbed people and serial killers, murders, and others that people will not miss if they go missing forever. However, there are also supernatural and other beings hosted on the site, and the prisoners are used in tests. When things go wrong, these prisoners (homeless people included) are baited to bring these supernatural creatures to a trap to secure them again, and a new site will be built to secure them.

Every few years, things go wrong, but the cleanup crew still manages to contain the problem, and everything is not known to the public. But how many breaches does it take before one of these supernatural creatures or government experiments escapes?
