Ok, I'll chime in here.

I'm fine with either scenario for the organization. I lean a bit towards more being overtly evil internally and having a good presence externally. Kinda like Vought International from 'The Boys'.

My first idea for a character is a younger guy who had some debilitating and fatal disease, and the org convinced him to do "experimental therapy".

Colour me interested.

My character idea is a girl in her late teens fresh out of juvie. Once back on the outside she falls back into her old habits of drugs, prostitution and petty theft. An easy enough target for a paramilitary organisation to experiment on. It's not like anyone will notice if she goes missing anyway.
