Issue Anti Bump

I'm not sure when but a good while back the forum had a system for a brief period, where if you bumped it wouldn't let you bump again in a 24hour period. Was wondering why that has been removed?

It's 23 hours, and technically it's still there, it just never really functioned properly so I have to work out something different.
