Scientists still aren't sure what's causing it, but the rate of women being born has declined sharply over the past couple generations, leading to an increasingly elderly population that can no longer sustain itself and is on the verge of possible extinction. Out of desperation, scientists let out a call for men with more traditionally feminine attributes to undergo a series of hormone and fertility treatments in order to hopefully make up for the rapid decline of females being born. On top of that, they let out a call for people to be effectively "studs", more masculine men with clean genetic bills of health, no hereditary diseases, etc. to attempt to impregnate these new "femboys" to see if the fertility treatments are actually working.
