The constitution had been re-written thirty years back, so a new name had to be given to the republic, yet the new founding fathers hadn't wanted to change the name too significantly. A few states on the West Coast didn't join, so also for this reason they couldn't use the old name. After nearly a century of civil war, economic turmoil, and increased crime, the country needed a complete overhaul to have a chance to succeed. Although the causes were many, economic factors were the chief cause for the troubles. Individuals and companies were running up lavish bills on credit, and then simply declaring bankruptcy. Jails were overcrowded and the government was not stable either.
Among the radical changes in law was an institution of indentured servitude. This meant that non-violent criminals could be sold at auction into a two to six year period of servitude instead of being sent to jail. The government would therefore earn a profit on the sale, instead of having to put them up in prison. The same sentence could be declared upon debtors who were long overdue on their payments. In this case, the auction money would be paid to the lenders. The institution was little more than legalized slavery. Owners could do whatever the pleased with their servants, with the exception of causing permanent physical harm to them. Servants could at least look forward to freedom at the end of their sentence.
