There was a rule about selling an RP there, but what about just asking if anyone would like to RP a certain topic?

If you're talking generally, like, "What do you guys think of romance in rps?" Or "Do people here like historical rp storylines?" should be alright.

Just going in with the intent to start an rp with someone, probably not a good idea. But if you're asking a question in order to start a discussion, I don't think that's against the rules.

That's where you put "are you interested___?" Rp questions. Not chat. Chat box is for chatting not rp search.

If you want to chat about vampire rp in general as a topic, you can ask something like, "do you guys like vampires?" Or "have you ever had a good vampire rp story?" or "Are vampires overdone?" DISCUSSION type topics.
