Danganronpa characters - couple questions

Hi! So I have a couple questions regarding my favorite characters.

1. Danganronpa characters have no official ages, they are considered to be at least 15-16 but likely older. But it's not confirmed. What's the policy on them for RP?

2. Is Kokichi considered a shota? This is an official picture of him

3. If the answer is yes can I still put him in my avatar/sig if they aren't suggestive or sexual? I'm waiting to put an avatar until this is answered.

What Goodman says pretty much applies. The character doesn't have a listed age but I would consider him to be at least 15.
