A suggestion to a better welcome to new members

Hi to everyone out there! I think that a good action to make the forum more friendler to new members, or just people that it's checking and considering to join or not to the forum, is to receive them with a first page welcoming them, and explaining them the site and the rules.
From my perspective, it was a little shocking just enter and find the categories without further explanation. But well, maybe it's just me...

There is welcoming committee members that link the site rules and explain that you need three posts and a 24 hour wait period until you become an actual member.
