Insufficient privileges means what on here?

It means you do not yet have the full site privileges for everything. After making 3 posts (this is your second) and waiting 24 hours your account will automatically be upgraded to full privileges, these are in place to prevent spammers and harassers from being able to make multiple accounts to flood the site, thank you for your understanding!
