I have insufficient privileges to reply?

I'm aware that I'm not the first person here to ask something like this, but if I try to message anyone or reply to a post it won't let me and I get the insufficient privilege message. I have had this account for over 5 years, albeit never used it but hoping to change that from now on, and have posted 3 messages according to my account so why am I not able to reply to anything? I'm confused, thanks for any help any of you can be!

You need to wait 24 hours after your third post to get full privileges on the site. You can respond to pm's sent to you however so if you have a request thread up or what you want to write in your intro post you should be able to reply if someone messages you.
