Question Plot build up for younger age.

I wanted to do a rp where there are building for childhood friend. Scene would contain below the limit of 16 years old, no smut, just to build plot. Is that ok?

Well it said that they need to be atleast 15 to enter into sex scene. I just wanted to make sure, since I don't want to break any rules regarding that. Thank you.
