Free-cities being the self sustaining towers owned by the rich and powerful that loom over the world that is dying around them. In some parts of the world society has collapsed altogether, in others it's deeply in recession. Chloe's opinions wouldn't do much on the outside world as the free-cities are governed by their own set of laws (laws dictated individually by the barons of each tower) but they have made her some-what of a talking point in the free-city social circles. MC has offered a group of people citizenship in his free-city in exchange for nabbing the starlet to add to his collection.
