Basic Summary-
Many know of the city so sought after by the Spaniards during their expeditions about the New World, and how fruitless the explorers were many times unsuccessful in their attempts to find it. It has long been thought that these rumors, then, were untrue. The rumors that the city of Cibola existed were, however, quite true.

Notable Locations-
The Grand Temple - The zenith of the city, a massive cathedral-esque structure in which the many religions of the city can be practiced.
the Cibolan Slums - A place where the criminals, outcasts and others who are not allowed into the city, but cannot leave, end up. Situated outside the walls and therefore not officially part of it, the slums are still often patrolled by guards looking for people trying to betray the city.
The Grand Gates - The only entrance to the city. Well-guarded, high and majestic, the gates are built to enthrall the coming visitor.

Notable Persons-
The High Priest - Nobody knows his name, and for those who do, speaking it is forbidden. Rumors persist as to whether or not he even exists. He is the leader of the multi-theocratic government, who determines many of the directions toward laws and statutes are built. Many think this is simply done by a committee of high priests from various religions.
Ukrite - A grandmaster of magic, banished to the slums for reasons thought to be fabricated. He was a powerful businessman and in line to become a leader of the city, but he was stripped of his name and banished suddenly before he was given the chance to enter the temple. Many think that the priests saw him as a threat. Now he is a criminal leader in the slums, with a brilliant skill for evading the city guards there who are attempting to find him.
The Circle - The ring of high priests who most directly run the city. Totaling 7 people, 4 priests and 3 priestesses, the Circle is the most conspicuous political force in the town.
The Mystic Triumvirate - Three men (Ukrite was once a member as well) who are successful businessmen and magicians. They are the second most powerful group in the city, with a hefty say in much of the business aspects of the rules with which magic is carried out.

Advanced Summary-
There is no proper account for the history of Cibola, or, as it is known by some residents, Cibola Insula (Cibola Island.) From what is known, there were no indigenous people there before the arrival of Humans that wandered in from the Hub or Earth/Terra. The earliest people to wander in found a large set of forested hills surrounded by fog. When they would enter the fog, some would disappear (into the Hub world,) while others would appear at the other end of the area not a moment later. The hills became known as the Insula, because it was presumed the area could not be left without dying, since most were either unable to exit, or never returned.

All was not lost, however. There were lush soils and forests around the hills, and animals in abundance from the most exotic corners of the world. People in Cibola found themselves to be capable of feats that would have been called sorcery in any previous world. These things were studied, and people found that they could control the sorcery as a sort of metaphysical science - alchemy became commonplace, and the bare stones in the hills became transmutable into gold. Walls were built from alloys of gold, and a great city began to spring up as the early Mayan inhabitants of the area, as well as travelers to the New World from all about the planet, and visitors from the Hub, began to grow the population of the area. As it grew in population and multiculturality, with more and more visitors arriving, it seemed, every couple of days, Cibola became a legendary city of great wealth.

Those who left did not die, however. Many of them unable to return, they wandered the world looking for a way back in, telling tales of the Golden City of Cibola. These fables sent many explorers and seekers of wealth in search of the city - but it seemed that the more a person wanted to find the city, the less likely it was to be found.

At this time, Cibola is a city that thrives in wealth such that it could challenge even the greatest metropolis of Earth. Great skyscrapers of gold and a massive temple sitting atop the tallest hill are all that can be seen from the gates, with a road that leads straight to the steps of the temple. Carts, fliers, magical carpets and you-name-it zip between the buildings, People going about big-city business in a somewhat antiquated and odd fashion.

The order of the day is, and has for a long time, been alchemy and sorcery. There are businesses and societies based entirely on these things within the city, and the multi-theocracy that runs the city has very specific laws and statutes regarding how they are done. Those who commit grievous crimes are killed or permanently banished to the slums, or exiled to the fog to face whatever fate awaits them there.
